If so, then that could very well be the problem.
Well I can click the power button but then it keeps cycling like an off and on like I showed in the video.Well, I'm guessing this is a CyberPower PC? I usually see these ship with those. I retract, it's probably not a fire hazard, but it's not a fantastic PSU either and it a cheap PSU.

What is your GPU? I would also try removing that and see if the issue persists.
You say you can only boot when you switch the PSU off at the back?
