Question PC killing home internet speed

Our internet gets 36mb download but try and download COD update and max 4mb download of the files, and even using online suggestion to limit and then unlimit download makes no difference to COD. Could be busy server, yes, but when download paused, internet is 36mb, unpause download, internet immediately drops to less than 1mb speed, but shows 4mb on COD download. PC seems to be slowing entire home internet, but not by increasing the COD rate.

You have to be sure of your units.

Your ISP is reporting that in megabits
Your game download is reporting in megaBytes.

8:1 ratio.
4 * 8 = 32 == close enough to 36, accounting for transmission overhead.

There is nothing wrong.
