PC Lacking Performance and Speed

My pc is lacking in speed all of a sudden, in gta going from 60 FPS on ultra to 30 with slow texture loading on low settings.
I have reinstalled windows, reinstalled games, flashed and updates bios, for most up to date windows updates and drivers. I’ve checked temps and all are ok, both below 60-70.
What is making it so slow and lag in games with slow texture lag? It also can’t handle having more than a couple internet tabs open or Spotify and discord in the background so it crashes.
My benchmark sxore on 3dmark demo on combined was 3.2fps and the physics was 12. First test was 9 FPS.
Specs: Samsung ssd, Intel i5 6500, gtx 960, 16gb ddr4 ram, Windows 8.1.

Run the Memory Diagnostic Tool through Windows to check for memory issues. Download and monitor MSI Afterburner and see if temps or clocks are acting weird.

Memtest86 can test your ram.
You should be able to complete a full pass with NO errors.

Are you using the stock Intel cooler? If it has loosened, your cooling may be suspect.
If the cpu gets too hot, it will slow down to protect itself.
If installed properly, any cooler should show 10-15c. over ambient.

I ran the memory teat and there are no problems. I’m using a Corsair h60 and the temps are fine.

What has changed?

Windows update has been known to install some less than optimum drivers.
Download directly from nvidia if you have not already done so.

Could you have contracted a virus or malware.
Run malwarebytes, free edition.
