PC Lag during fast downloads

Hello,

I am having an issue when downloading large files at high speeds. The only things I am downloading are games from services like Steam / uPlay .. etc, or patches from games like World of Tanks or World of Warships. I have a 70Mb fibre line, the download speed is absolutely fine and I am having no issues with the connection but whenever I'm downloading larger files (100Mb+) at over roughly 5Mb/s my PC freezes and lags massively! It almost "stops" every few seconds and I can't even move the mouse, type anything and it is unusable during downloads. I have recently built this PC and I have never had any issues like this before, even with much lower-spec PCs.

Here are my specs:
Crucial MX200 250GB SSD (for OS)
1TB SSHD (for data) Western Digital (can't remember the model number)
AMD FX8-8350 Black Edition 4Ghz
MSI 970 GAMING Motherboard
32GB Kingston HyperX Fury 1866MHz RAM
Corsair CX850M 850W PSU
MSI Radeon R9 380
Windows 10.

I haven't done anything in terms of overclocking. Any ideas would be greatly appreciated!

I have set the directory to install as the 1TB drive, however Steam is actually installed on the SSD. I'll reinstall Steam to the other drive and see if that helps, thanks!

I have reinstalled Steam to the SSHD, and I am downloading to the SSHD but I am still getting the same issue.

Above is a screenshot of the system disk usage during downloads. When it goes to 100% then I get the freezing, it acts in the same way when your CPU goes to 100% usage.

Ah no, apologies I didn't explain it properly.

Originally I only had the SSD and I recently brought the new SSHD, thinking that this might resolve the problem. So before, I was only using the SSD and having the same problem but buying the new SSHD didn't help. I've never had this problem on any other PC / Laptop before though. Can't figure out why it's happening on this system though.

I don't know if you resolved your problem but I had the same thing and I did what explained in https://appuals.com/computer-hangslags-when-downloading-from-steam/

run the command

bcdedit /set useplatformclock false

in admin.
My CPU was always at 100% when downloading, it is not the case anymore.
In Microsoft documentation it is written that this option should be use only for debugging, so putting to false is the right thing:
