PC Lag, high idle temps, no reason

I got my PC a little over a year ago, with a GTX 970, i5-4460, 8gb RAM, and it has worked perfectly up until about a month ago. Normally, i could run overwatch and other games around 200 FPS at max settings, now i can BARELY run it at 150 fps ON EVERYTHING LOW. My pc has been getting high idle temps, like 60 degrees, and it lags VERY bad when i boot it up, and when i load any program. I completely reset it about 3 days ago, and all of these problems still occur. I dont know why or what i could do to fix this,

60°c playing? What about the thermal paste, do you re-apply a new one?

sounds like a loose pushpin to me, make sure all four are seated around the cpu.

If it's not a loose fan, check your CPU usage at idle and make sure there isn't some background process or Windows service going haywire.

i have not reapplied thermal paste, because it came with my CPU a year ago. How often should i replace it?

every 2-3 years might be an idea but it depends on the paste, bad paste might give you +10C not the +20-30 that we are seeing.
