Pc lag spikes

I have a problem with my pc. everytime that I start my computer all of my games have lag spikes and some input lag but there is no screen tearing. I don't use vsync I hate that input lag and screen tear doesn't mind me. If I restart my computer everything works perfectly and there is screen tear. But if I use my computer for long lag spikes start again and screen tearing disappeares. I hate when this happens and this has been problem for a while. Does anyone know what's going on with my pc? I have sapphire amd radeon r9 380 and intel i5 4460

Can you please check if the graphics driver is updated, and that all the latest Windows Updates are installed?

If the graphics card driver was updated recently, rolling it back to its previous built might help.

My gpu drivers are updated and I have tried some other drivers and I had same problem with all of them. I have all latest windows updates but I'm using free version of windows which I downloaded from microsoft sites. Could this be the problem? I was looking for other similar problems and found out to try few things.So today I cleaned my graphics card from dust,re-insert my ram and I also defragged hard drive. Nothing helped at all. So I'm getting these lag spikes even when I use lowest settings. It's the same with high and low settings. When I restart my computer all games feel so smooth and work well and then all of sudden it can start lagging during a match. But usually it starts when I can't see it like after I watch videos from internet. Thanks for your response I would appreciate if you could help me with this problem.

I am afraid, I am not sure what do you mean by 'Free Version of Windows' as there's no such thing. If you downloaded Windows from Microsoft's website, you must enter the product key to activate it.

If you haven't yet activated your copy of Windows, you may not have received the latest update which might be culprit.

My suggestion would be to buy a licensed copy of Windows 10, install all the latest updates including the graphics and other device drivers, and then check if the issue is resolved.

I just noticed that one of my fan doesn't work sometimes.
It's connected to sysfan1 and sometimes it works when i start my pc and sometimes not.
Do you know how I could make it work always, is there any program to control fans?

You may also check if your fan isn't faulty by connecting it to a different port.
