PC LAG STUTTER SPIKE ALL GAMES EXECPT Low Games

So my pc stutter lagging dunno why pls help PLEASE,

so little story backthen, my motherboard pc was broken so it tooks me 1 month to get it RMA (same version/series of mobo), after the RMA my pc come to Home then when im playing some games , its stutter and the fps drop, here the list.

CS:GO : Then= 200fps++
Now = 59-30 fps stutter

GTA V : Then= 60fps
now= 40fps stutter

FarCry 4: same like gtav

dying light: same like gtav

and other games stutter execpt low spec games

NOTE; i tried the lowest sett as possibble but didnt work
i tried to update drivers didnt work
i tried some cmd commands (/enable disbale tick yes blablabla) didnt work
i tried to uninstall nvidia audio driver,nvida gforce experience didnt work
i tried to unparking the core didnt work

NOTE gain: The Temp is not normal, usually when idle its 40* and gaming its 65* max and now "its 35 when iddle and 45 when gaming WTF?!" the Temp Wont go high, i save my money for this pc im poor plsss pls Helppsss.... the GPU usage about=25=36%..

spec= GTX 950 2GB ddr5 zotac
8 GB Ram ddr3 single
mobo AsRock blablabla anniversary
i5 4460k 3,2ghz boost

How high is the CPU usage ?

I had a similar issue.

Sounds like its thermal throttling,

can you get some temps?

did you guys read it? its the temp 45* when gaming and usually its 65* degrees the cpu usage about 30%

have you locked your cpu to only use certain cores? have you done anything to your cpu?

no maybe the service guy at the RMA center? if so how to unlock it? pls help

Update your drivers?

Benchtest it

See if the benchtest is using all of cores
