Question PC laggy

I dont know if i am in right section but nevermind.
I bought brand new pc at local shop.They installed me windows 10.
When i came home i started up my pc
When im moving my mouse in the circle its lagging sometimes.
Im playing gta v for like 30 minutes in 120 fps and suddently its droping on 45 and it wont go up,just laggy.
Even if i leave the game its still laggy until i restart pc

i can boost ur fps
  1. go to w10 search and write edit power plan
  2. go to power options at the top of the screen
  3. change it to high performance or ultimate
  4. if u have neither of those go to youtube and search how to enable hiiden power plans

No,no you dont understand me.It cant go higher when it happens.Its just standing there in 35 fps and cant go up.

do u have g sync on and second DISABLE ULTRA LOW LATENCY if u have it on
all of this is located at nvidia control panel

This used to happen to me 1st i had ultra low latency on

later when i was playing fortnite it keeps going down to 30 fps

after changing it was stable

2nd i was playing minecraft and it wa stuck at 60fps no matter what I did with video settings or fps cap

it was gsync, it worked after i turned it off
 
2 Red flags i see in the build: a320 biostar mobo and the falcon 600w psu. This is very likely due to either (or both) acting up.
Monitor your cpu temps with Ryzen master and see how high they go. Also feel the VRMs on the motherboard with your hand (don't touch them as they might be well over 100c) for how hot they are.
I suspect your motherboard is power throttling due to high VRM thermals.
Your PSU is also a completely unknown and likely highly dangerous unit.

Well, the pc is brand new right? I'd suggest contacting the store that sold it and telling about these issues.
I'm pretty sure the lag is happening due to the motherboard not boosting properly and holding back the cpu due to power limitations.
Those power limitations may also be caused by the PSU, which i'd swap for a quality unit asap anyway, that thing can fry your whole pc and at worst start a fire if it breaks down.
