pc lags when fans speed up

hello, looking for a little help, a while ago i built my first pc, and over clocked it to 4.4ghz, but in last 8 months i've noticed the fans speeding up when cpu usage goes up, and when it happens it will lag the computer, in the time i've built it, i redid the thermal paste 4 times to try and keep the temp down, any help would be great, thanks.

fan go fast because something is too hot, cpu or gpu likely get too hot and go into a "safe mode" dropping power and speed of cpu and Gpu to protect itself from burn out.

run HWINFO and see whats going on while your gaming MAX column will tell the tale

hello, thanks for the responses.

I tried occt, started to go over 85F at 100%, so stopped it and lowered it to 4.3 and same thing happened, so lowered it again to 4.2 and still getting same temps, could it be a bad fan or heatsink?, i know the case i have doesn't have enough airflow so tested it with side panel off and still same temps.

my graphics card temps are good around 60-65F when maxed out,
 
Run OCCT to and monitor the temp it will fail at 85C i would think you have to much CPU voltage for the hyper 212 to cool.
Same answer are you lowering the voltage with the OC or are you using software to OC instead of doing it manually in BIOS like you should.

i played a game for a few hours, the temp was decent, 70 max for processors, but when i stopped playing the temps went up to 75, is that normal?
