PC lags when I live stream

So I am currently having troubles figuring out what I should do with my PC setup. I will start by saying that I have had some success on YouTube and now I am looking to start live streaming. The problem I am having is, I cannot get my bitrate over 1.5mbps (at 480p, 30fps) without my stream lagging and my PC essentially acting like it wants to implode (major stuttering). I obviously don't know much about computers but I had hoped just a straight GPU upgrade would fix this problem, so I bought a MSI Radeon R9 390 8g without doing much research. Now that I have it, my PC obviously won't run it.

So what would you suggest I do in order to make my PC compatible with the R9 and so I can stream at the very least, in 720p 30fps with no lag. Of course, the cheapest option is what I would prefer... Although that is kinda ignorant considering I spent almost $300 without thinking.

My PC setup:
CPU - Intel i5 4430 3.0 GHz (quad-core)
GPU - (Currently) EVGA GTX 640
Memory - 8gb
Speedtest.net Test - 90Mbps Download / 12Mbps Upload / 11ms Ping

This is all I know off the top of my head. My PSU is 650w. If you need more info, let me know and I'll be happy to open my PC up and write what you need down.

The PSU I currently have only has a 6-pin connection, the R9 390 requires one 6-pin and 8-pin power connector. So a PSU upgrade is a obvious upgrade. But what I am asking is, is the rest of my PC fine; will anything else need to be upgraded to keep up?
 
CPU is (should be) capable enough provided you aren't playing games that heavily utilize all 4 cores. Rare, but there are some. Reason I ask about the program being used - some are incredible resource hogs that hit the CPU very hard; something that utilizes ShadowPlay can offload most of the streaming workload to the GPU, which will minimize your in-game impact.

Oh sorry, someone was at the door and I forgot to answer the rest of your question. I use OBS Studio. I also use that to record with very few problems. I easily record in 720p 30fps. Of course the only game I play on the PC is Minecraft. Outside of that, I use a Elgato to record/live stream from my PS4. I did try using the Elgato software to live stream but with the same result as OBS.
 
There is LOTS of tweaking that can be done with OBS; however, it is very CPU intensive in general. Should be fine with Minecraft, I'd think (and a top-notch GPU won't do tons for you there, unless you wanted to offload the streaming to it).

There's lots of info out there on optimizing OBS, but this is a good starting point.

Thanks I've OBS pretty well figured out for recording, I guess I gotta tinker around with the settings even more for streaming as well.
With that said, what PSU would you suggest?
