Question PC lags when playing League of Legends ?

I assume that this may be an issue with running too many background tasks but I wanted to ask to make sure. Discord will lag and my game will lag whenever I play League of Legends. I have an RX 580 Series, i5 3400X and 16GB of RAM. I am unsure why my PC lags so much, I have done Windows updates, Radeon driver updates and updates in the Device Manager.

Has it always lagged or started recently, is your PC a laptop or desktop, also I can't find anything about a i5 3400x, is that for sure your CPU?

It has done it for a while and I am positive that is my CPU. I can check again once I get home later.
