PC LEDs flickering and fans not working

When I plug my power supply in and the switch is on when I hold the button the LEDs and fans will flicker and move slowly and my power supply fan isnt moving at all. When I just click it the fans move for pretty much half a second and then stop and nothing happens. I've got a RS-700-PCAA-E3 power supply.

It is common these days that some power supplys have fans that turn on only when the power supply itself gets hot so that shouldn't be a concerne. I did not really understand what you said in this thread but if the fans in the case or cpu are not working, try putting them on a fan controller and powering them via molex connector. Also, what parts are tou using, some might draw a lot of power if they are old.
