Question PC lights/ fans on, no peripherals/doesn’t boot up

Whenever I power on my computer the lights and fans start for like 5-10 seconds then it shuts off and reboots. The lights and fans go on again but none of my peripherals work, monitor stays black and keyboard doesn’t light up. I tried reseating my gpu, cpu and ram. Also took out my cmos battery. Any suggestions?
