Question PC low fps on startup until something with harware acceleration opens up

So when I turn on my PC (desktop to be exact) its like 10 fps and i open opera gx or discord that restarts my gpu driver and everything is alright again. How can I fix this it's very annoying? Had this issue since i bought my pc.

Specs:RTX 3060, AMD PRO 4650G, MSI B450M-A PRO MAX, Exceria Kioxa 512gb ssd, GSKILL RIPJAWS 3200MHZ 2X8GB, 650W psu ( I don't know the model its paired with my case)

You will need to get back to us with the make and model of the PSU, since the number you've provided is merely it's advertised wattage. A rock with a sticker on it saying 650W could also mean that the rock can output 650W of power...but in reality, that's not going to happen Get my drift? Also, include the age of the PSU if it's been in service for a while.

BIOS version for your motherboard? What OS are you working with?

Only info I have on my psu is its Standard PS2 PSU and its 650w and pc case /chasis is this CA-1R8-00M1WN-00 (thermaltake h330)
