PC made frying noise from CPU before it died

Hello!

I had a self built PC which worked perfectly for a year,
2 weeks ago when I turned it on after work, it made this loud frying noise.
Really weird noise, it sounded exactly like someone was frying bacon.
I opened the chassis to locate the noise, it came from CPU/CPU-Cooler.
Opening programs on the computer resulted in the program closing and noise getting louder.
Shut down PC to replace thermal paste (incase it was that) only to find out it didn't turn on again.

Tested PSU = Dead
Tested CPU = Dead
Afaid CPU cooler was defect.

Replaced my CPU, CPU-cooler and PSU with brand new parts.
PC Still dead after building, blue light on MOBO only sign of life.
Testing rig withouth GPU, to only same result.
Which makes MOBO or RAM only possible parts to be dead.

That noise can come from a leaking capacitor.
To me what you describe seems very much like a motherboard issue. If it isn't the mobo should be able to indicate what else is wrong.
When you turn the computer on there should be beeps generated by the motherboard and some indicative LEDs going on and off during the POST process. Then depending on what LEDs stay on/off you should get an indication to what's causing the problem. Consult your motherboard's manual on troubleshooting.

How did you test the (old) PSU and CPU in the first place?
 


Only light on mobo is a blue light which stays put, its indicating that mobo has power but it doesn't really need to mean anything.

Old PSU and old CPU was sent to suppliers and I got money back for PSU and a new i7 for the CPU.
I didnt test it at home, more than that I thought it was the problem, but since the suppliers have concluded its dead and given me replacement/money back must mean I was right. If not they're lazy and just gave me a new one without testing it there.

Also, PC wont turn on anymore
 
Please define "PC won't turn on".
Do you notice any initial sign of life (other than the blue LED) when you press the power button? (Like fans spinning for a while?)
Did you remember to connect the ATX plug (Manual page 34) to feed the CPU? (A common mistake when replacing the PSU.)

You have some "EZ Debug LEDs" at the motherboard edge near the RAM slots. (Manual page 26.) What do these indicate? (Manual page 40.)
