[SOLVED] PC makes buzzing noise and restarts randomly every time I launch a game

so every time I start a game the problem happens almost instantly even if the game is really undemanding. I've read some other forums on this and this could be caused by a dying PSU, can anyone verify? Note: I bought my computer from someone who built it.

Intel Core i5-7400
Barracuda 2TB HDD
Teelkoou 120GB SSD
AMD Sapphire RX570
Crucial DDR4 8GB
CVS PS3-700W PSU (came with the case)

Also this problem has only started for the past 4 days since the 4 months I bought the PC and 3 months I bought the GPU.

You could check the PSU voltages with HWINfo (free download).
The main ones should be within 5% of +12V, +5V and + 3.3V.

Either that.....of if you have another PSU to swap in.....do that.
