PC making a whining noise.

I tried googling around a bit and didn't find anything describing the issue I have.

Basically, my PC makes an inconsistent whining noise (like a mouse would in cartoons). Its not constant, sometimes its quiet for a while and then it does the sound a little bit. All of my components are less than a year old and bought brand new, and I'm not sure how to locate what is causing the sound, and it's only been happening for the past two weeks.

I've kept an eye on the CPU fan and the Case and GPU fans, they look like they're working just fine (no sudden stops/slowdowns when the noise happens) although I'm gonna try to test it by turning off one fan at a time to see if the noise stops with any. I doubt it's the fans though.

I'm new to these things so I'd really appreciate some advice and whatnot. Thanks!
 


Don't you think the noise would be constant if it was a fan, since they spin constantly? Though it could very well be the PSU fan, problem is I have no idea how to check if it is that or not.
