Solution
No electrical shock or tingling correct?

Just vibration/resonance - fans perhaps. Could be something loose inside - touching the case or cable dampens the vibration.

Power down, unplug, open the case.

Clean out dust and debris. Look for loose screws or other items in the case. Look for cables that could be coming in contact with fans.

Verify by sight and feel that all connectors, cards, RAM, and jumpers are fully and firmly in place.

Likewise verify that all brackets, fans, housings, drives are firmly in place. Snug up, but do not over tightened all screws.

If pushing in the PSU cable stops the vibration start there. Tighten fan screws and case screws - ensure that all are evenly tightened.
