PC Making some weird scratchy noise.

My PC has 6 years already but still working as it should. The problem is, I've been hearing this sound for days and I don't understand why.

I tried changing the fan speed in the BIOS but they do not seem to change.

Motherboard: ASUS P8Z77-V DELUXE
Ram: 16GB DDR3 not super sure about MHz
SSD/HDD: Samsung SSD 840, Seagate ST3000DM001 3T, Western Digital WD1002FAEX 1T
GPU: AMD Radeon HD 7970 Sapphire (3GB)
PSU: Cooler Master M2 720W
Chassis: Cooler Master Scout 2
OS: Windows 10

Furthermore, I tried stopping every single fan with my finger and noticed the two GPU fans are not rotating. Don't know what to do.

You need to isolate the source of that sound. If it's coming from the fans in your case, the GPU, the CPU cooler or the fan inside the PSU. 6 years a good time between your purchase. mind sharing your full system specs like so:

I need to add one thing. This sound always happened everytime I would startup my PC. After 5 minutes it would disappear, like it needed some kind of warming up. Now it doesn't go away and I just hear it 24/7.

I have noticed something peculiar doing this. I stopped every single one of them and the sound kept going. But when I reached for the GPU, BOTH of the fans were not moving. Is this normal? I feel like it isn't.

Yea, even if the noise is probably not from it, GPU just doesn't wanna activate the fans even at 80°C. They seem to spin for like 0.5 a second and then stop. Maybe it's normal..?

How would I change that? And why would that even happen after years, randomly?

Tried MSI but it keeps on saying that the fans are spinning 75% (Even changing to 66 or 100) when they're completely still.
My brains not getting something obvious.

Is that 0mV related to it or is my GPU just not under load?
