Question Pc making weird scratchy noises

So I bought a hp pavilion p7-1154 without a hdd so I popped in my ssd from my old desktop and when it started up it started making a weird scratchy noise. I thought it was because it had to install drivers but after I did the noise wouldn’t go away. I tried cleaning the fans and that didn’t work.

Sound like you have eliminated case fans. One thing left, and it is not the electronics. Power supply fan..

Cleaning the case fans doesn't mean they can't still make that sound. It could be touching somewhere, though they're cleaned.

@Jac1578 Could you exactly pinpoint from where its originating from?

If possible take a couple of photographs of the case and post the photographs here via imgur (www.imgur.com).

Orient the case so that the stated "top right corner of the pc" is in the top right corner of the photograph.

And, to be sure about the sound location, use a cardboard tube or rolled up sheet of paper to pinpoint the sound source.

Place one end of the tube to your ear and carefully aim the other end in and about the interior case. Get someone to help if necessary.
 
Use some kind of tube to isolate the noise. The cardboard tube from inside of a roll of paper towels works well. With the side of the PC case off, hold the tube up to your ear and move the other end of the tube around to near the components inside the case like fans, PSU, GPU, etc. IMPORTANT - don't touch any component with the other end of the tube, just get near them.
You should be able to isolate which component is making the noise.
