Pc messed up CPU

So I built my pc around 2 months ago and everything was okay until yesterday when I swapped my case to a entho pro m and installed an h100i v2. The CPU temp has always been a little high(45 idle and 65 gaming with hyper 212 evo cooler) and the idle CPU temp is 40 with liquid cooling so that's the first problem.and I've reapplied a pea sized dot 3 times so it's not the way I'm doing the paste. also my room is kept very cold(23c) Now, my cs:go is stupidly laggy (5-25 fps consistently but menu is fine 180fps) but other games are fine but a little worse before I got the new case. Tried reinstalling drivers, verified game files and everything. Also my pc is a lot slower like programs don't open on the first click and it's slower in general. I spent around 1200 for my rig and it makes me so mad that it's performing like this. Any help would be appreciated. My specs are:
Amd fx-8350
GeForce gtx 1060 6gb
16 gb ddr3 ram
Msi sli 970a krait edition
Evga 500w psu 80+
Corsair 100i v2 cooler
 
is the cooler new or used? at idle with a h100 you should be near room temp?

did you use the right brackets/screws? the h100i comes with intel brackets initially you have to swap it over for amd.

is the water pump running? what are you using to power it?

how thin is the thermal paste spreading? you should just about see though the paste if the cooler is attacheing right.

are you running factory bios settings or are you OC?
 


First off the 8350 is going to bottleneck the 1060 significantly, especially in a single-core dependent game like csgo.

But your framerates should definitely be higher than that.

 


 

it's not the cooler because ive tried 3 different coolers and a variety of pastes and they are all about the same but im pretty sure that its my cpu
