Question PC monitor suddenly has artifacts in video and crashes computer ?

Need help please im using a Hp Pavilion with a Samsung SyncMaster PX2370 monitor. Im getting artifacts when i play video files then video freezes and computer crashes. It also happens when i open Cyberlink Photo software or turn on Windows Aero. This all started three days ago.
When i watch videos online there is no problem , it only happens when i watch videos from any of the three hard drives i have.
When this all started i started getting the Blue screen error 0x00000116 . I have been reading about the code.

I tried many things:

  • reseating RAM and graphics card.
  • Rolling back graphics card driver then reinstalling current version.
  • Tried switching monitors and cables.
  • Ran chkdsk.
  • Ran windows memory diagnostic tools no errors detected.
  • Changed page file size in virtual memory.
  • Ran system file check SFC /scannow (did not find any integrity violations

It doesnt do it when:
  • I watch OTA (over the air) television thru WinTV
  • I watch youtube videos
(so if it was the graphics card, wouldnt it do it even when watching videos on Youtube and TV thru my tuner card?)

i did notice earlier tonight when time shifting a channel thru WinTV the artifacts appeared and my PC crashed. probably because the buffer for timeshifting is on my hard drive, just like other videos on there crashing.

it's not lookng good. Might i be able to fix or find out whats going on from the log of error reports?

Hp Pavilion
HP have a number of Pavilion laptops and prebuilts. What are you working with? An SKU to said system would help us two fold. BIOS version for your prebuilt? Also, what OS are you working with?
 
That's a very old platform with an 8600GT. You're also on Windows Vista, would've suggested to migrate to Windows 7 since that's the same platform only lighter. Are you working with the PSU that came from the factory?

i do believe it has a Antec Earthwatts 650 in it
Do you know if Open Hardware Monitor would be good to use to check the health of the power supply? or another software you know of?
