Question PC needs to cycle power before turning on

I recently built my first PC and I'm running into an issue, was wondering if anyone else has come across this before. Basically, both the power button on my case and motherboard would often stop working, I've noticed this is more common when the PC has been off for a while. The lights on the motherboard are still lit so it seems like there is power going to it. To fix it, I need to turn off the power switch on the PSU, wait for all the lights on the components to turn off, and then turn the switch back on. Then everything functions as normal. I have not noticed any irregular behaviors after it turns on.

Specs:
CPU: Ryzen 9 5900X
GPU: EVGA GeForce RTX 3080 Ti
RAM: 2x16GB Corsair Vengeance DDR4 3200
MB: ASUS ROG Crosshair VIII Dark Hero
PSU: Corsair HX Series, HX1000

Do you have your pc plugged into a surge protector, or UPS? In my experience, I had this issue occur when the pc was plugged into a UPS. The UPS acted as normal, but for what ever reason, the pc did not get along with it. Switched the UPS out and the pc no longer needed to be power cycled.
