Pc newby, fps drops in game during autosaves

Singleplayer games always drop fps when autosaving, it gives a stutter each time. It happens in pretty much every game ive tried; doom, alan wake, castlevania lords of shadow, witcher 2, mad max. I know this is a minor problem for some games but for games like mad max (theres alot of autosaving, picking up scraps, it autosaves each time....) it is really annoying and makes me stop playing each time. I dont understand why this is happening and it makes me regret buying a pc for gaming as i never had these problems on consoles. My computer should be able to run these games completely smooth and my hard drive is faster than a console hard drive, i just dont understand whats happening

I've tried:
Turning vsync off
Reinstalling drivers
Deleted all my games and steam and freshly downloaded them to my second partition which was empty
Put my ram and cpu back to stock speeds
Lowered settings but i still get the exact same stutters
Turned off steam cloud syncing
Defragged hard drive and ran a registry cleaner
This is the stuff that i can think of, but i have tried many other smaller things which i cant seem to remember exactly what a did, but ive tried so many things.

I have researched this problem all over the internet and have not found anything much. Alot of people dont seem to have this problem... I hope you can help me. Thanks in advance

Ryzen 5 1600 @ 3.6ghz
8gb corsair vengence lps @ 2666
Rx 580 aorus xtr 8gb
1tb western digital blue hard drive
corsair csm650w psu
gigabyte gaming 3 motherboard

Is your hard drive 5400 or 7200 RPM? Sounds like your drive isn't able to keep up with the demand.

hard drive is 7200 rpm

I just noticed that my hard drive has high average response times, could this be the problem?

I'd look into buying 8 more gb of RAM. I don't think thats the problem but it might help.
