My PC was working fine at first. However, when I installed a new CPU cooler, the PC would not turn on anymore. There is no display, no beep, but all fans are working and there are LED lights. The GPU fan is also running.

unplugged/reseat all USB/HDD/SDD
unplugged the cpu cooler from PWM
tried different PWM slot
CMOS battery reset
