PC no display

Hey guys, I'm asking for my friend, he recently made a PC build with a GTX 950 and an FX-8350, and for some reason there is no display coming from the PC. . He also tried a brand new GTX 1050, which also does not work. However, onboard graphics and an AMD R7 250 show a display. Keep in mind that only the 950 requires a PCI-E power cable. Does anyone have a possible fix?
 
First, update the BIOS. Second, remove the GPU, and hook the monitor to the integrated GPU. Third, change the Primary Display in the BIOS' advanced/video settings to Auto/PEG/PCI-E, then install your GPU. Fourth, if that didn't work, remove your GPU again, and log into Windows, go to Device Manager > Display Adapters > disable whatever in there, shut down the PC, hook the GPU, and power it back on.
