PC no longer boots

Iv had my pc since November. A few months ago my pc would shutdown randomly then work fine, but now my pc won't even start at all. I know for sure that the psu isn't the problem. Could it be the mobo or cpu? Is my cpu safe?

Cpu: i7 4790k
cooler: 212 evo
vcard: r9 280x gigabyte
Ram: 8gb
psu: Evga next 750g
mobo: msi z97; g55

Remove the CMOS battery and replace it after a couple of minutes. Then try starting up your computer. By won't even start at all, what do you mean exactly? Do they fans spin? Is it just the display?

Tried that yesterday it wouldn't even turn on.. fast forward today it turns on but then boots down again

Boots down? Do the fans spin up and then go off again? If so, try the PSU paper clip test to ensure that your PSU is fine. Follow this- http://www.tomshardware.com/faq/id-2176467/psu-paperclip-test.html

I hooked psu to the mb and it sounds like its about to power on, but the fans slow down as if it
has not enough power. I can't try the paperclip because my evga psu doesnt have colored thing
