Pc no picture,no beeps

I have problem with my old pc amd sempron 2800+,1gb ram,ati radeon hd 2400 pro agp
and i get no beeps no picture.i cant powe off pc with power button only with psu switch.
i tried to boot only with cpu and mbo and still nothing, i tried with different psu and same. pls help
