Question PC No power, PSU compatibility Asus and EVGA

I am building my first PC in about 12 years, and my new PSU isn't powering on my system.

I have tested the power supply(EVGA 500 BR) with a multimeter and it is getting the correct power through every pin.

I tried an old PSU that is a Zumax zu600w.
It powered the system, however it doesn't have an 8 pin PCI e connector the GPU.

Could the power supply be faulty even if it has proper power through all the pins?

CPU: AMD Ryzen 5 1600AF
RAM: G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3600
GPU: XFX RS XXX Edition RX570
Harddrives: WD Blue 500GB ssd m.2 nvme
Seagate Barracuda 500GB HDD
PSU: EVGA 500 BR 80 plus bronze

Could the power supply be faulty even if it has proper power through all the pins?

If tested when not under load yes. Testing would be best done under load. Since the old psu did power on the build could you better rma that psu. Will even advice to get something better quality.
