Question PC no signal and wont turn off?

So i was using my pc earlier and suddenly it turned off. i tried turning it on again and for some reason the cpu fan turn on but nothing else and i cant turn off the pc normally i have to use the power switch on the psu. is it safe to assume this is because of a faulty cpu?

could be anything
which hardware are you using? CPU, motherboard, video card, RAM, HDD, SSD, power supply

is the monitor running? Can you change settings of the monitor by using the OSD and keys of it?

try a minimum setup using CPU, motherboard, one RAM in the appropriate slot (have a look at the manual of the motherboard), power supply, monitor
if your CPU and motherboard is not providing an integrated graphics unit, install the GPU as well and connect the monitor to it
