Question PC not booting after CPU upgrade

So today i upgraded my cpu from a ryzen 5 1600 to ryzen 9 3900x and after the install, my PC won't boot. The mobo is on, but i dont get a beep like usual. The case fans, cpu fan and psu fan are all on, but my GPU keeps attempting and failing to start, and the PC wont even boot to BIOS. I made sure to update BIOS to the newest version before the upgrade.
Build:
Ryzen 9 3900x CPU (formerly Ryzen 5 1600)
Asus x-370a prime Mobo
EVGA GTX 1070 ti SC GPU
Rosewill glacier 650w PSU
2x8gb Corsair vengeance ddr4 RAM
Samsung EVO 860 SSD

Would that explain the GPU fans attempting to turn on but failing?

Honestly, don't know. But when upgrading BIOS' and CPUs. It's a standard thing to do. Have you removed any cables while doing the CPU upgrade that you haven't put back in?

I'd suggest replacing the old processor to see if your system can boot as it was. Then check to make sure the BIOS update actually took.
