Question PC not booting after thermal paste replacement ?

My computer's RGB lights turn on and all fans spin, but the monitor displays "No Signal" and my DRAM light on the MoBo stays on all the time, while CPU and BOOT lights flicker for a 1/4 of a second. Any ideas what have I done? I know the CPU cooler is working because I hear some sound like water.
 
Try reseating the CPU. If you had taken it out during the thermal paste application, you could have reinstalled the CPU incorrectly. If CPU is not working then the PC will not boot from hdd, hard drive, usb, or dvd.

I've taken it out yeah, when I took out the cpu cooler after the pc wasn't starting, everything was okay the thermal paste was spread evenly and good(it was "X" pattern applied). Cleaned it again and reapplied thermal paste but this time with just a Dot pattern. After putting everything back I started my pc and the same problem with the DRAM light came again. Checked my RAM slots and my first slot had just a little bit of thermal paste, cleaned it and inserted the RAM and everything turned on without a problem. Was the problem because of the thermal paste on 1 of the RAM slots and why?
 
The thermal paste could have been blocking a pin inside the slot. Not sure why CPU wasn't working though. The LEDs come on when there is a problem with a component. it is good that the CPU and Boot LEDs only come on for "1/4" of a second.
