PC not booting onto dvd!

My pc will not boot to anything,
It is an old pc my step dad had lying around and as I was getting into pc building he let me have it.
The pc let’s me boot it up,but I’ve tried USBs and DVDs but it will just not boot onto windows. There used to be an old hard drive inside it and it had working windows, but that harddrive was old and had stuff that my stepdad could of needed for his work on it so I got a new 1tb harddrive with nothing on it. Any help or suggestions will be greatly appreciated.

Some older PC's won't BOOT via USB for a windows install.
How old is it?

It is about 9 years old,but I have also tried booting from a dvd as well but that still did not work thankyou for the reply

BIOS select boot device.

I have tried that as well I’ve selected dvd and it just either has a blank space or it says reboot with a proper boot device. By the way I really appreciate the help.
