PC Not Booting Or Turning Off

Specs: B350 Tomahawk Motherboard, ASUS GTX 1050 TI Dual Fan SC, Ryzen 1700 Stock Cooler, 3000mhz 8x8gb Ram, 500GB SSD, KG240 Monitor

I got onto my PC and when I readjusted my chair my leg hit the PC and it froze and then shut off, I turned it on and the CPU fan speed was running super high which is abnormal, then it would not boot into windows I clicked the reset button on my PC and it reset but did the exact same thing so I powered it off but it would not shut off so I took the power cord and reseated my ram sticks and it still did not work. I took out the GPU and connected my monitor by HDMI to the motherboard HDMI port since that was the only one and the PC did the exact same thing and it would not connect to the motherboard anyways. I also tried plugging my PC power cable into a different outlet and it would not work.
 
Solution
check the cooler. if the cooler was loosened the CPU will thermally throttle. check all power connections if not already done.
make sure the cooler is secured to the motherboard and that if you "lightly wiggle" it it should not move. if there is wiggle , the cooler is loose and may need to be re-applied. if the cooler does need to be re-applied you will need to replace the thermal compound as well.

my thought here is if the cooler is loose, the CPU is heating up and shutting down, but the heatup will trigger the cooler to max to bring it down.
 


I would. the cooler should be secure. the mounting mechanism on the 1700 has 4 securing pins/screws correct? once secured it should be secure.
 
this 4 screw white panel just slid out from under the motherboard and i took the cooler off but i don't know how to put the 4 screw white panel back under the cpu/motherboard...
