I'm using a Zebronics H61 motherboard and a 450 watt PSU. Its not booting when I put my GT 710 on it. The board shuts itself down after some seconds, and sometimes shows no display. The graphics card used to work on my older build.
The PC boots up perfectly without the graphics card.

Is this a PSU issue or a board?

I already gave the link before. You need to browse and scroll the list of entries. You will find the chipset drivers under the ""ZEB-H61"" section. make sure to install the correct version, 32 bit or 64 bit, depending on which version of OS you are using. Though, I couldn't find any BIOS download page either.

Under this link, enable and show ALL 100 entries option, and then go the last page, number 3. The chipset drivers are listed on Top.

I suspect the GPU be the culprit here, or maybe there is some compatibility issue with this motherboard. But, if the mobo works fine without the GT 710, then that makes my assumption false.

Do you have the latest system BIOS and chipset drivers installed for your Zebronics Motherboard ? https://zebronics.com/pages/drivers

What's the make and model of your PSU ? Though, since the GT 710 doesn't require any additional power connector, and its power draw is rated at 19 W maximum, so I doubt PSU might be the culprit here, imo.

Is this a brand NEW GPU ? Can you check the card on some other PC as well, if possible ? Reset/clear the motherboard's CMOS settings, and then try installing the GPU again on your H61 mobo.

I cannot find the motherboard BIOS update online. Can you share the link?
