PC not booting when ssd has power

It's the only drive other than an m.2. I think it got power charged or whatnot as the power went out yesterday. Whenever I try to boot with power to the ssd the computer shuts down. My other 2.5" ssd boots fine. Is it fully dead or can the data/ssd be recovered?

Try other sata power connector and sata cable.
