Question PC not booting ?

Gave my old pc to my mom a while back, everything was in working order but for some reason it won't boot anymore. It all seems to be working, all the lights on the motherboard light up, the fans are running and the dvd drive has power, but the monitor says its getting no signal. I tried changing monitors and that didn't work, tried removing the memory one stick at a time and no change. Could really use some suggestions on what to try to get it going again.
 
Is it running off a GPU, or integrated graphics? Is it possible to check a different output? (i.e. try a different GPU or use the integrated graphics if it's using a GPU, or add a graphics card if it's using the integrated graphics).

Have you tried clearing the CMOS? (either via the jumpers on the motherboard, or removing the CMOS battery for 5 minutes)

If neither of those work, you're probably looking at the motherboard (or power supply)
