[SOLVED] PC not fully booting after restart ?

Over the past year i’ve been having this problem with my pc where whenever i restart it (for driver updates, windows updates, or anything) it won’t fully boot up. The RGB on my fans and ram turn on, but nothing comes up on the monitor ?

Specs:
CPU: AMD Ryzen 5 3600
Motherboard: AsRock A320m-hdv
Graphics Card: RX 570
RAM: 16gb 3200mhz Corsair Vengeance Pro

not sure if its a driver as normally drivers have problems with normal startup, not restarts.
Restarts are the only time a windows 10 PC is actually off. Normal shutdown doesn't turn PC off. It uses Fast startup.

What PSU do you have?

not sure if i have the latest bios, but i will check!

also, i only know the brand of the psu which is a evga, but i don’t know the wattage or anything like that

im not sure its a driver thing.

did you update BIOS?
