PC not getting full speed of my internet connection

I guys I just upgraded my internet speed to 10 mbps and the problem is I get about 3-4 Mbps on my PC. My phone and iPad which are connected to the same router on wifi get full speed but my PC doesn't get it. I have tried connecting it with both WiFi and Ethernet but no luck. Please help me what to do. No virus as I have antivirus installed.

Windows 10 64 bit

What are you using to measure your speed?

Is there any background process running like windows update etc which is using up your bandwidth?
Do check on that.

Nothing is running in the background. For testing speed I am using speedtest.net and also download a file to test the download speed.
