PC not good enough for PCSX2?

So I got PCSX2 today and after configuring everything I got really disappointed when I couldn't get a playable experience. A thing that I spotted was "Utilization Limit" in MSI Afterburner. When I boot up a game, the utilization limit instantly turns on. Also the GPU usage does not go above 40% and the same with the CPU

Specs:
i3-3240 @ 3,4GHz
Gigabyte GT 630 2G
8GB DDR3

if you stop afterburner from running how does it perform?

Are you sure you have PCSX2 setup right? it's pretty complicated.

Are you sure the game you're playing doesn't have compatability issues?

I've set the rendering thread count to 4

Well I tried with Gran Turismo 4 and Ratchet and Clank 2

Edit: They're pretty much completely 2 different types of games

Also, Afterburner didn't impact the performance

try tweaking around. if possible try running them using console native res first.

Remember that your computer also isn't very powerful, your GPU is pretty bad. Emulation isn't a 1-to-1 power transfer either, it's actually a far fraction of it. We weren't able to emulate the NES and Gameboy until the late 90s.
