PC Not performing as expected

Hello,
I recently purchased an HP Omen gaming desktop:
i5-7400
gtx 1060 3gb
12gb ddr4 ram
1tb HD

These specs seem reasonable and I'm kind of confused because even windows is running slow, apps take a while to open, and framerate dips and stuttering have been happening on many of the games I play. Most recently, I have tried to play the battlefield 5 beta. I can't hit a steady 60 fps on the lowest settings at 1080p. Any advice on fixing the performance issues on my PC would be very helpful. Also, the cpu seems to be constantly overworked not sure if that's part of it.

Yeah, well a CPU upgrade and the ram isn't working in dual channel mode I am sure.

The game is in BETA so it's not really done yet.

Is the cpu really that bad? Also i checked and the ram is in fact working in dual channel mode.

In CPU intensive games it will struggle.
