Question Pc not posting

First off, here are the specs
EVGA GTX 970 SSC GPU
MSI Z97A Gaming 7 Motherboard
Intel Core I7 4790k
16gb ddr3 corsair vengeance pro
Corsair RM750i PSU

Basically I am getting no post, and no power to usb devices. I have tried a new battery for my motherboard and resetting cmos. I test benched it down to the minimal without gpu or ram and it still didnt post. Every once in a while I get the post code 66? But on POST2 the top line of the 6 is missing. Dont know what that means, any help or things to try would be awesome.

When you go to the manual page 1-35, you can see the error code 66 is the "late cpu initialization " error. Also you try the bench it, I agree with you either the MB or CPU has problem.
