PC not powering on after installing new RX 580

I bought an RX 580 to replace my existing 1050 TI. I swapped out the 1050 TI and installed the new RX 580. I plugged in the 6+2 pin connector from PSU to the RX 580. I try to turn on the pc and it does not power on.

On swapping back 1050 TI and the pc starts working normally again.

PSU - SeaSonic - S12II 620 W 80+ Bronze Certified ATX.
Motherboard - MSI - B350 TOMAHAWK ATX AM4
Processor - Ryzen 5 1600
Graphics Card - Sapphire Pulse RX 580

Is the problem in the GPU or the PSU? Or did I miss something? Please help.

Edit:
Added processor and GPU brand in case helpful.

It's a year old build. Even now my pc is working fine as I type this with my 1050 TI. With RX 580, I even checked without connecting the HDMI cable but the PC does not power on.

Yes after I put the RX 580 for the first time, I switched back to 1050 TI. Then turned on the PC and reset my BIOS settings just to be sure. Turned off PC and then inserted RX 580 but still the PC won't turn on.

Sorry I did not mention the graphics card model before. It is a Sapphire Pulse RX580 which only needs a 8 pin power.

Seems like it. I got an alternate PSU to try out in a local shop and it still did not work. Sadly this is my first ever Sapphire purchase. Hopefully just a one-off.
