[SOLVED] PC not powering on at all after usb short

Long story short i had a lightning charge cord plugged into the motherboard USB and my nephew put the opposite end into an electrical outlet and shorted it out. I have no visible issues on the motherboard no blown capacitors and no burnt smell coming out of the case anywhere however it will not power on at all. i hooked the power supply to a tester and it passed and the RGB on the power supply will come one while hooked to the tester but once its back on the pc nothing comes on. Any ideas so im not rebuying everything piece by piece to find the issue.
