Pc not powering on but hdd light on

I was using my pc with a 500 watt psu and 750 ti. Just switched over to a 1050ti (needs 1 pci e cable) and I'm still running the same i5 6600 cpu. This time I have a 610 watt psu (can max at 675) and it's not turning on. The hdd activity light automatically turns on when i flip the switch. What's the issue. It should be fine.

I asked what make is it? (EPS is not the make, it's a PSU type).

My guess is it's a rubbish PSU that can't power the system --- get a Corsair or Seasonic.

I'm sorry. It's a silencer 610 eps 12v

That's got some good test reports on the web, so it should be okay --- no idea why your system won't start unless you made a wrong connection somewhere (not my area of expertise I'm afraid).

I did get it used but it's unlikely it was faulty. I went through everything and it all seems fine, I'm gonna try redoing it but my main concern is why does the hdd light go on dimly without being powered on, what can that mean in correlation to the fact that it doesn't power on?
