PC Not Preforming How It Should Be Why?

Hello all i recently went out and bought myself a new pc, (2nd hand)

And it has been becoming more and more evident that something is wrong,

The Specs Are As Follows (dont know the part name for a few)

16GB ddr3 Ram 2gb GT 640 AMD 3.6ghz processor 4 core Win 7 1TB HDD

So i download steam and download black ops 3 for pc with the menu running at a solid 5-17 fps in game reaching 3-45 fps cpu usage at 100% with stuttering at everything low at 50% render resolution

i honestly believe that its not ment to be like this my friend had a pc with

12gb ddr3 ram 560ti 1gb 3.4ghz 12 core win 10

and he was reaching solid 60 fps on mid-ultra

what should i do?

I have done:

reinstalled all drivers up to date reset the BIOS Unparked CPU Cores

and im really struggling to figure out why this is?

See if your friend will let you test with that 560 ti and how it does then if your psu is up for the job.
