PC not resetting back to factory settings

I have a problem that confuses me. I have reset my windows 10 Dell laptop to factory settings twice and that is supposed to remove everything but something isn't working properly because each time it removed everything except the computer background I chose. That makes me believe that it did not reset back to factory settings. Any help would be appreciated.

Are you using same user name/email address as before? its possible the theme is synced with a roaming profile saved by Microsoft and it put it on PC for your convenience

Otherwise, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

I would suggest a fresh install if reset isn't cleaning PC to full extent
change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT...


Is it possible that background is the default one?

How did you reset? Could you download the media creation tool and create a Win 10 USB. That gives you options up to complete reset which deletes all user files and apps.

These will not return the laptop to factory settings. This will reset everything to M$ defaults and completely remove any user(s) as well. It will instead be a fresh Win 10 install devoid of Dell apart from the hardware.
 
It is not the default one, it is a custom background I got off of google. I went to the bottom left corner of the screen to the search bar and typed in reset this PC and it gave me the option of whether to keep my personal files or to remove everything. I chose to remove everything but both times it deleted everything EXCEPT the custom background I got from google. I don't understand why that is happening.

If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)

Yes, it is the same username/email as before. I have had to reset it a couple times before this and have never had this problem in the past. It just started it last night, I reset it last night and it did it and I didn't think much about it. I just thought okay something went wrong so I'll just reset it again and that should fix it. So reset it again and same thing happened and I honestly hate resetting it because I've been told every time you reset it, it erases part of the brain of the computer. I will try what you said in the morning and hopefully that will resolve the problem. Thanks for the advice.
