i went to control panel and it is chosen on balanced
 


You need to check under load. 29C is almost certainly at idle. HWMonitor is one way to check, though you might have better options.

so.. i didnt use time spy i used heaven benchmark and my results were

We are trying to diagnose the CPU, that benchmark is pretty much a GPU only benchmark. You also need to check the load and clock rate of your CPU while it is running under load. As well as check the temps. You did none of that.

would a core clock of 3598 MHz help
