Question PC not running at load you would expect.

Hi, I recently built a new PC with some help as i'm new and have been noticing some problems.
When running games such as PUBG the game runs fine at a smooth 130 FPS with utilization at about mid 90% on average however when I go to play a game like Hearts of Iron 4 or many other games the PC is running in the mid 20% range and is driving me mental trying to figure it out.

Specs:
GPU: MSI RTX 2080 Gaming X Trio
CPU: AMD Ryzen 2700X
Mobo: Asus ROG Strix X470-F
RAM: G.Skill Trident Z RGB

The PC runs at a good temperature so I am stumped at what could be causing this as in certain games it feels like the PC doesn't even want to run at it's full potential whilst in others there is no problem.

20% on gpu or cpu?
make and model of the psu? and ram?

Both seem to be pretty well locked to eachother so i dont see evidence of a bottleneck
Power supply is a Corsair RM850x and the ram is 32GB (16x2) at 3200Mhz.

Well i'm not sure about other games but HOI4 tends to run primarily on a single core. This probably reduces the overall utilisation across the entire cpu and bottlenecks the gpu as well.
