Question PC not showing anything on screen: no signal

My PC shows no signal to the monitor. this graphics card has worked before. even with this monitor. I unplugged all PATA drives and it still has not worked. heres some pics:

Obviously it's very old hardware. Is the motherboard grounded to the case? Parts die eventually. Why do you need something so old? Or are you just experimenting?
